Kingston Container Terminal

A public–private partnership is being used for the operation of the Kingston Container Terminal (KCT). Opened in 1975, KCT is one of the region’s biggest ports and is located close to major shipping lanes through the Caribbean. Its three terminals, which make use of one of the world’s largest natural harbours, handle the bulk of the country’s imports, including vehicles and agricultural produce, as well as a range of exports. The government will grant a long-term concession to a port operator with sufficient capital to develop the facility.

Three firms have been invited to tender – the Port of Singapore, the Terminal Ling Consortium and Dubai Ports. The government will award the contract in 2014.

Public-Private Partnerships

PPPs

In October 2012, the government released a framework for PPPs called the Government of Jamaica Policy and Institutional Framework for the Implementation of Public Private Partnerships.

The framework will be overseen by the Privatisation Committee of cabinet. The PPP unit in the Privatisation Division of the Development Bank of Jamaica and a PPP node located in the Ministry of Finance and Planning will also have a major role in the development of PPPs.
