Local government is provided for by the Local Councils Act 1993, and it is enshrined in the constitution. The Department for Local Government in the Office of the Prime Minister is responsible for local government, which comprises 68 councils, 54 in Malta, including the city council of Valletta, and 14 in Gozo. Local elections are held every three years.
The local authorities have revenue-raising powers, but the bulk of their revenue comes from national government. The councils are responsible for certain health service facilities; waste disposal; road maintenance; and public leisure facilities.
